Re: W3C maps URI

Thanks for the reminder Gobe! I've added the link — although Ted still
needs to set the dates for the form to be officially open.

I've also removed the warning banner from the top of the website, so this
is the last chance for everyone to read it through and file issues or PRs
for any typos or confusing wording you still find. (Or anything that still
talks about travelling to Montreal — I've fixed a couple of those errors
this week already, might have missed others!)
