Quick update on table borders and other visual affordances related to User Interface Component Contrast (Minimum)

Just a quick note to let y'all know about a few additions i've made to the
description out on Issue #10 Proposed SC for *User Interface Component
Contrast (Minimum)  *at https://github.com/w3c/wcag21/issues/10

   1. *Added a list of additional native html elements that are interactive*
   that would fall into this proposed SC.  Text now reads:

      2. *Added a note that table borders are not covered by this proposed
   SC.*   "Table Borders

   When a data table has visual borders, there are times when it could be
   argued that those visual borders are essential to being able to read the
   table. But table borders are not part of an interactive element, so they
   are not covered by this proposed SC. We propose that the visual affordance
   of essential table borders be included as a part of the proposed COGA Issue
   #31 <https://github.com/w3c/wcag21/issues/31> SC Consistent Cues ."

   *Suggest adding table border to Proposed COGA SC Consistent Cues -

And, just FYI, I'm headed out on a romantic vacation to Greece.  I'll be
unplugged and relaxing in Santorini, Crete and Athens from April 29-May
10th.  So...if I'm quiet for a while...you all now know why.
