To LVTF -- Re: open issues and things to edit

Hi all,

We've been asked to provide a timeline for completing the user needs
document: Accessibility Requirements for People with Low Vision <
https://www.w3.org/TR/low-vision-needs/> -- or just publish it as, to get
it off AG's Milestones tracking.

Because this is a Note (not a "Recommendation"), the TF/WG can edit it
later.

Jim and Shawn have been working on addressing open issues and responding to
commenters from last year. We propose:
* Making this secondary to the SC work, yet setting a timeline for
completing it in the next few weeks.
* Doing the *minimal needed* to address public comments and high priority
issues and publishing it as a Note -- while keeping record of possible
improvements that we might want to do in the future.

We can talk about this in the week's telecon. For now, below are some
issues for your attention.
