I would suggest what we used in Resizing content SC, everything except:
"If the user-agent fits the layout to the viewport and does not provide a means of reflowing content"

That basically means all devices that use a mobile-style layout which doesn't support reflow. That correlates with mobile and small tablet devices, anything which uses pinch zoom.
