Hi Karen, thanks for checking. My definition of "internationalization" is based on topics covered e.g. in the W3C Internationalization Activity, see and browse http://www.w3.org/International/resource-index You can discuss internationalization issues focusing on a single language (e.g. Japanese layout) - but what you describe below sounds like the benefit of having mechanisms for multilinguality. So how about this formulation: "It provides multilingual facilities (e.g. multilingual labeling of concepts identified by a language agnostic URI) for data and user services".
