We have had this rule for some time and it doesn't align with current resolutions and direction for the specification/WG. [[ 5.8.1 LDP servers should not allow clients to create new resources using PATCH. POST (to an LDPC) and/or PUT should be used as the standard way to create new LDPRs. ]] I have removed this as we already have reference to RFC5789 [2] which already highlights the possibility for PATCH supporting resource create depending on the underlying patch model and supporting format. Since we don't have this yet, it would seem unnecessary to make any claims here that it should or should not be done.
