LC-2814 - Authentication

Hi Ashok,

At the meeting we focused on LC-2813 which was about access control and 
failed to formerly address LC-2814. I'm sorry about that, I'm still 
learning to use the LC tracker and didn't realize there were two separate 
comments, one for authentication and one for access control.

Would you agree that the resolution for LC-2813 also addresses LC-2814 
though?

RESOLVED: Dispose of LC-2813 by adding a non-normative section on security 
setting the expectation right, pointing out that this isn't covered in LDP
