Vote: remove two "at risk" notices from Syntax and API specs

Hi all,

The WG isn't quite out of the woods yet. 🙂

There's a bit of a clerical error in the current Syntax and API specs. Two non-normative features are currently marked as "at risk" in both those documents. What should have happened (in hindsight) is that the "at risk" notices should have been removed before "going to press." Since that wasn't done, we now need to have a vote (thankfully over email) to remove those notices.
