I propose that, rather than creating a new repo, we use the jlreq 
repository.  Are you ok with that?

Assuming that there may be more such in future, i'd prefer not to have a 
massive list of directories at the top of the repo (there's already too 
much there).  So i suggest we create a subdirectory called 'docs' (open 
to alternative suggestions), and within that create the simple-ruby 
subdirectory into which to put the files for this document.

I think you should have access rights to the jlreq repo already. If not 
ping me.

Please ensure that the document is clearly marked as a draft for review. 
  Once the files are in place, i'll ask the i18n WG to cast an eye over it.
