IRI WG chairs

Folks, I've had to remove Addison Phillips as co-chair of the IRI
working group (neither I nor his co-chair Marc Blanchet has heard from
him in a long time despite repeated communication attempts -- I hope
that someone reading this list can verify that he is safe and sound).

Clearly this working group needs an infusion of energy on many levels.
I'm hoping that one of those levels can be a new co-chair to help Marc.
If you are interested, please contact me off-list. I'll also be talking
with various people about this at the IETF meeting in Prague next week.
