My proposal is
Use "thismessage:/" as the base for #fragment URIs independent of base.
There are SOME places into which "thismessage:/#fragment" can be
pasted as a string and give the expected behavior.
There are other places where it cannot. However, those places don't work for
content that doesn't have an absolute URI in the first place.

Copy/paste of "thismessage:/#fragment" URIs would need to attempt
to turn "thismessage:/" into the actual URI for the document in the case
where the document has a URI.
