Yes, I concur with the idea of two final forms at U+1843.
I have had a note to watch for the second final form, but had no actuals.
Your case examples should do.
I suggest that we leave the tailed form as the default and set the non-tailed form as U+1843 F+FVS1.
Does that sound reasonable?
