I believe we can do this on InDesign today by setting the R-J space to zero (fixed).
Also, I agree that the fixed R-J space option can be useful for many cases.
In addition, I can agree that the range of the width of the space should be set narrower for ex. 12.5–33% (instead of up to 50% 二分 as Kobayashi-san wrote).
But I do not fully understand why everyone always has to have the fixed, inflexible R-J space. I may be wrong, but our having to lose the adjustability seems to be a bit risky.
