Four consecutive paragraphs in 4.5 (Placement of the combination group-ruby and group-ruby) begin with "When". I thought that these paragraphs cover cases at the same level. The first paragraph covers the case that *both* of the ruby annotations are less wide than the ruby base text. So far so good. The second paragraph begins with "When one of the ruby annotations is wider than its base text". I thought that this paragraph covers the case that either upper or lower is wider but not both. The third paragraph beings with "When the width of the shorter ruby annotation is longer than its ruby base text". Yes, this covers the case that both are wider. But what does the fourth paragraph cover? I was then confused. I finally concluded that the second paragraph covers the case that one is wider as well as the case that both are wider. The third and fourth paragraphs are at the second level: they explain how to handler the shorter ruby. The easiest fix is to replace "one of the ruby" at the beginning of the second paragraph by "at least one of the ruby".
