Input to BP5 http://www.w3.org/International/its/techniques/its-techniques.html#DevTransOver

Hi all,

I had a look at "Best Practice 5: Provide a way to override translatability
information". My high-level feedback is the following: I wonder whether the
content of this BP should be subsumed under BP 4 "Indicate the
translatability of elements and attributes". From my understanding, the two
BPs cover the same topic (namely that schema designers need to realize that
fine-grained and tailored translatability information can be given).
