Section 6.7.1: The explanation of the language information data category should
clarify that this only provides for rules to be expressed at a global level
because it is assumed that it would be unnecessary locally. Locally users would
be able to use xml:lang (which is defined by XML) or an attribute specific to
the format in question (as in Example 33).
The XML spec acts in a way like an ever present provider of certain global
rules defining such things as xml:lang.
