Fixing example 24

Hi all,

For action item 13: <http://www.w3.org/2006/07/05-i18nits-minutes.html#action13>

I had to fix the example 24 of the specification <http://www.w3.org/TR/its/EX-locInfoPointer-attribute-1.xml> so the localization
information are not translatable.

I've attached the fixed document.

You can test the locInfo and locInfoPointer functionality here:

- Select the example "Localization information pointer" (same as the one attached).
- Use Extract to XLIFF to see the effect of translatability and locInfo/locInfoPointer rules.
