No I have not been taking in account any of this: mostly because I'm not sure I understand it. This is for xml:lang, but as far as I
know the behavior of xml:lang is defined by the XML specification not by DITA's (for example in most DOM implementations you can
query the current xml:lang value on any element node even if the node has no xml:lang attribute: the inheritance is build-in), so
I'm not sure how DITA could have something different.

In the rules I didn't add any langRule since DITA used xml:lang.
