Changes from Sebastian

Hi all,

Sebastian thankfully contributed some corrections e.g. of the English in
the tagset document. I have uploaded them at

http://www.w3.org/International/its/itstagset/itstagset.html

I have not yet implemented the change proposals from Yves and Christian.
 I will start that today.
