So to have: 1. local selection in a document (ITS local attributes on a specific element) 2. Global selections in a document (using a rules element) 3. Global selections in an external file (using a rules element), linked via the XLink href attribute or a different mechanism 4. Selections via defaults for data categories, see Section 6.1: Position and Default Selections of Data Categories I would also add an example list like: 1. ITS translate attribute within the document 2. translateRule element within the document 3. external translateRule element 4. defaults for translatability (translate element content, don't translate attribute content)
