Teleconference time: One hour earlier starting next time

Since we are entering into the no-daylight saving time part of the year(in the northern hemisphere), the current teleconference time
becomes a bit too late for some our active members (e.g. 1am in Tokyo).

We have decided to make it one hour earlier starting next month. It will be at 15:00 UTC.
That is:

1am (Wed) Brisbane
Midnight (Tue-Wed) Tokyo
4pm (Tue) Paris
4pm Waldorf
4pm Prague
3pm Dublin
1pm Montevideo
10am Boston
9am Chicago
8am Boulder
7am San-Francisco
5am Bora-Bora
