agenda+ Unicode FAQ on Unicode & the Web

Find attached an annotated version of the current proposed update to the 
FAQ at https://www.unicode.org/faq/unicode_web.html to begin the 
discussion. Unicode folks don't have the possibility of handling this 
via PRs or issues, so we need to manage in some other way.

My comments are on a beige background, and typically refer to the text 
that follows. (ie. 'this' means 'below')
