Rechartering takes place every few years and requires members to be re-nominated by their AC Representatives in order to continue participation. In recent years, the Internationalization Core WG has expanded membership and participation and addressed a number of serious issues. Our current charter does not include the ability for this WG to publish documents on the "REC-track" (that is, with a target of producing a W3C Recommendation document). We have been limited to "Note" status documents. While this is sufficient for many of our needs, some work that would naturally seem to fit into the Internationalization Core WG has been or is being contemplated to be published elsewhere because of this limitation. It is proposed that the Internationalization Core WG when rechartered be able to publish REC track documents. One implication of this is that REC-track documents are done under the W3C Patent Policy [2]. Members and their respective organizations should consider carefully whether this would limit or eliminate their ability to participate actively in the WG as a result of this change. We would like to understand if there is any impact on participation as a result of this change. Please bear in mind that participation in the current WG *is* affected by the Patent Policy, Section 6, as laid out in our current charter.
