Re: 'Canonical' URI for BCP 47

We apologize for the lack of follow-up with this discussion.   The
reference should point to the RFC Editor webpage, as we are the
official repository for RFC documents. The IETF page is a mirror. 

In our publication announcements, we provide the following address:
