[bp-i18n-specdev] `lang` in character references (#166)

xfq has just created a new issue for https://github.com/w3c/bp-i18n-specdev:

Many Unicode characters are language-independent, such as degrees Celsius, arrows, some mathematical characters, control characters, emoji, etc. For these characters, can `lang` be omitted?
