Note also that much of the time you will want to wrap these phrases in markup anyway so that you can apply the lang attribute (which applies relevant fonts and other typographic behaviours, affects reading by voice browsers, spell checking, etc.). I think we can consider changing "voice browsers" to "text to speech readers" or "screen readers", because people are more familiar with these.
