I think I could reproduce similar setup.
On Windows with Nirmala UI font (which has glyph for U+ABF0 etc.), Word can set that font, and Firefox renders with that, but Chrome does not (rendered as box with `?`).
After NotoSans one installed, and confirmed that font can be selected on Word, situations on Firefox/Chrome were not changed. I have no idea why this kind of behavior occurs....
