It's all about encoding mapping between Chinese and Japanese. In most Chinese IME it will be: 「~」FULLWIDTH TILDE Unicode: U+FF5E But In Japanese IME is: 「〜」WAVE DASH Unicode: U+301C In UTR-50, U+301C was considered in very early version, and Japanese font foundry applied the standard. I think that U+FF5E is added later and most Traditional Chinese foundry do not aware of it and applied on all fonts. Both of them are "Tr" on the data, so the best practice is shown as "Real vertical" glyph for Japanese. I believe they (mis)-applied same glyph for Chinese. When you see rotate 90 degree, I think that's because old font did nothing on vertical writing and rotated by CSS, that will cause "Rotate 90 degree".
