Angelo, if you are ready to take the leap from mere descriptions of APIs to declarative *definitions* of APIs, please take a look at Linked Data Templates: https://atomgraph.github.io/Linked-Data-Templates/ We also have a Declarative Apps Community Group: https://www.w3.org/community/declarative-apps/ It is admittedly not very active, but that is mostly because the specification is rather stable.
