Drop <style scoped> for lack of implementation?

Hi folks,

There is a feature for the style element that lets you make it only apply  
to a part of a document. There was an implementation in blink, but it was  
removed, and as far as I know there is no rush to put it back. The feature  
is implemented in Firefox, but I can't find any other implementation or  
intent to implement, so I expect it will be removed for lacking  
interoperability.

There is a basic manual test case at  
http://chaals.github.io/testcases/scoped-style-manual.html and the  
relevant issue is at https://github.com/w3c/html/issues/231
