should HTML have a <playlist> element?

Since video play a more importent role in web, HTML show try best to make it convenient,not only publish but also republish. Think about many people improve or fork a same video especially in morden network education.
<playlist> could have many <video> <img> <map><audio><p> but have "time" attribute which indicate duration 
and  "start" attribute which indicate start time in the playlist
and  "alter" attribute which indicate whether replace orgin video or insert into.
Player should calculate the total time and play the right pieces in sequence.
