Without firm evidence to this point, I was hoping the easiest way to do this would be to simply have a FSA to reference. >From what I can tell from revision history, all the text content for the proposal was written by either Silvia Pfeiffer or David Singer (mostly Silvia). They can tell you if they had any contributions from outside Apple or Google. If we received this proposal with the same authors and without any mention of the CG, we wouldn't be worrying about it. Note that agreeing to an FSA is completely optional for everyone in the CG so it will not flush out any secret contributors, if you think there are any.
