Could I suggest one small change? Instead of:

 

"Sections may contain headings of any rank, but authors are strongly
encouraged to use elements of the appropriate rank for the section's nesting
level.”

 

Perhaps this:

 

"Sections may contain headings of any rank, and authors are strongly
encouraged to use elements of the appropriate rank for the section's nesting
level.”

 

Using “… but authors are strongly encouraged…” sets up the expectation that
the second clause of the sentence will disagree with the first. Changing it
to “… and authors are strongly encouraged…” re-enforces the first clause
instead.
