Paul, all,

I think this is the best way to progress this issue in this group. The outline looks good.

Accessibility has been mentioned as an issue related to the proposal - it has been cited both for and against the proposal by different people. This is one of the more important issues that has been raised, so I think the Media TF should liaise with the Accessibility TF to understand the accessibility impacts of the proposal.
