The chairs do not accept this proposal.

If you wish to pursue this matter, please submit a proposal which 
identifies at least one change over and above that which is specified in 
the dependencies identified, removes any dependency on issue 142, and is 
consistent with at least one scenario concerning the possible 
resolutions of issues 30 and 194.

Change Proposals can't be dependent on the outcome of a Formal Objection 
as they need to be resolved prior to the point where Formal Objections 
are resolved.

As to the dependency on issue 194, the proposal for 203 is inconsistent 
with the Change Proposal pointed to, which states:

 > Should this Issue be resolved by reinstating @longdesc in HTML5, the
 > use of @longdesc to address the use-cases envisioned would likely be
 > sufficient, making this proposal redundant.
