I would like to submit http://www.w3.org/wiki/No_edit_change_proposal_for_canvas_text_editing as a change proposal for this issue.

This proposal argues that current author guidance (to not attempt to recreate text editing in canvas) is the preferred way to enable fully accessible HTML content.
