I understand that The Process gives some leeway here and it seems likely that the decisions made at LC will be influenced by, for example, whether we need two complete interoperable implementations of every feature, just two of each feature (possible spread over > 2 implementations) or something else, whether we take the relatively tight schedule in the charter seriously, and probably several other things.
