I don't plan to object to this one, but for the record it is similar to 
the other charset issues, where the proposal is not compatible with 
deployed user agents. Since user agents are not fully interoperable in 
this area yet, it is my intention to wait a while (I've previously 
estimated about a year, but it mostly depends on what UAs do) and then 
reexamine the issue to bring the spec into line with implementations, 
irrespective of the outcome of these issues.
