I would like to submit http://www.w3.org/wiki/ISSUE188/GenericTextTrack as a change proposal for this issue. The HTML5 spec generally does not specify or define file formats for external resources. WebVTT will be used in more than just a HTML5 context: http://lists.w3.org/Archives/Public/public-texttracks/2011Nov/0022.html http://lists.w3.org/Archives/Public/public-texttracks/2011Dec/0027.html ...and so should be decoupled from the HTML5 specification, as it is more than just a HTML5 captioning format.
