I've only added these to the input document because, as WebVTT will be used independently from HTML, we will need an indication of what kind of data is in a WebVTT file through some metadata in the header. I don't actually expect this section to end up in the first draft that you're preparing. I just added it so we have a means to adapt from that text later without stumbling on IP issues.
