http://www.w3.org/Bugs/Public/show_bug.cgi?id=12517 Summary: from the wording here, it sounds like this whole 3.2.3.4 section belongs in the XML spec not the HTML spec. so why is it here if I must not use it in HTML documents? This /is/ an HTML spec after all...
