In particular, it not meet the standard for proposal details. Partially this is simply wording, e.g. "However, this proposal suggests ...might be". More importantly, this proposal does not contain sufficient enough detail for the editor to apply the proposal without ambiguity. See the decision policy[1] for requirements, and the extensionslikesvg[2] proposal for an example. Additionally, this proposal could benefit from making the rationale more clear. It is possible that this could simply be done by copying portions of the positive effects into the rationale. The summary and impacts sections were found to meet requirements.
