ISSUE-137 case-insensitive: Chairs Solicit Proposals

'Since Javascript does not support mode specifiers inside the regular expression, there is no simple way of matching a single word case-insensitively besides turning into [Ww][Oo][Rr][Dd]'

Per the decision policy, at this time the chairs would like to solicit volunteers to write Change Proposals.
