We each have different opinions on that answer, and over the years 
everyone has discussed and explained their opinion on this question in 
detail. The criteria that matters for this working group is the one 
defined by the chairs and based, presumably, on the opinions put forward 
by the members of the working group. This definition has not, to me 
knowledge, ever been made explicit; however, the chairs then apply this 
definition in the resolution of change proposals, so one can to some 
extent reverse-engineer the definition from those decisions.
