since the document clearly states
"This document contains author conformance requirements for use of the
alt attribute in HTML5" and therefore has a direct bearing on aspects
of the HTML5 specification. I would consider it appropriate to refer
to it in the open issues section
http://dev.w3.org/html5/html4-differences/Overview.html#open-issues so
any reader odf the differences document is under no illusion that the
content of the aformentioned sections are stable or agreed upon.

but i am not going to push it since you appear unwilling to acknowledge this.
