Bug 8747

Bug 8747 <http://www.w3.org/Bugs/Public/show_bug.cgi?id=8747> Defining
how a license applies to elements was allocated to the HTML
Accessibility Task Force, but the task force has agreed not to pursue
this <http://www.w3.org/2002/09/wbs/44061/20080513_bugs/results#xq9>.
There is a suggestion about use of RDFa in the comments that somebody in
the HTML WG may wish to pursue. Therefore we invite people to take over
this bug if interested. Otherwise, the bug will be closed through the
normal course of events.
