As Sam ably demonstrated[1], the metadata section is only part of the 
issue related to namespaced elements in SVG, so this option would not be 
an effective solution anyway.

However, I hope that we don't get too caught up in issues of copy and 
paste in this discussion on SVG. If anything will be missed, it will be 
the closing SVG tag, though this is very unlikely as most people will be 
copying an entire file, or copying tool exported data from a clipboard.

Bits left out of the SVG file will also make themselves known, very 
quickly.
