I think that we discuss a dual use of the meta element - http audience 
language and document language. For the HTTP use, then, the meta 
element announces the audience language - or languages. From the HTTP 
angle, multiple langauge inside the meta element do not equal to 
lang="" in any way. But since the meta may also be used to set the 
language of the document, if the lang attribute is lacking or wrongly 
set in the <html> element - or consciously do so, then - for that 
purpose - if you place multiple languages inside the meta element, then 
it is equal to setting multiple languages inside the lang attribute. 

That's my interpretation. 

Further more, this means that those that think it is of value to set 
multiple languages will do so (and probably simultaneously set the 
document language attribute correctly for the document).
