All Tracker issues now have an associated Atom feed that provides
the changelog for the issue; for example:

  feed://www.w3.org/html/wg/tracker/issues/83.atom

You can find the feed links at the bottom of each issue page:

  http://www.w3.org/html/wg/tracker/issues/83
