I could not avoid commenting on the IRC log that is linked to from 
the minutes: http://www.w3.org/2009/11/01-media-irc

The entire dialog is marked up as HTML 4 says - with a <dl> 
element. Sample:

<dt id="T17-34-34">17:34:34 [Zakim]</dt>
<dd>Zakim has joined #media</dd>

Simple and effective. <irony>Fortunately, the current snapshot of 
HTML 5 forbids the use of <dl> for dialogs.</irony>
